The Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme 2007-2013 will be implemented under the 2007-2013 financial perspective. It has been based on the joint planning effort of all participating countries.
The Operational Programme was prepared on the basis of the Regulation (EC) No 1638/2006 of the European Parliament and of the Council of 24 October 2006 laying down general provisions establishing a European Neighbourhood and Partnership Instrument (ENPI Regulation), Commission Regulation (EC) No 951/2007 of 9 August 2007 laying down implementing rules for cross-border cooperation programmes financed under Regulation (EC) No 1638/2006 of the European Parliament and of the Council laying down general provisions establishing a European Neighbourhood and Partnership Instrument (CBC Implementing Rules), Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities, Commission Regulation (EC, Euratom) No 2342/2002 of 23 December 2002 laying down detailed rules for the implementation of Council Regulation (EC, Euratom) No 1605/2002 on the Financial Regulation applicable to the general budget of the European Communities. The Programme aims at strengthening relations between Poland, Russia and Lithuania through enhanced bilateral and trilateral relationships, as it offers assistance that will stimulate economic and social development and increase of quality of life of the citizens in the whole Programme area.
The programming process started in November 2006 and ended in June 2008 when the finalised Operational Programme was submitted to the European Commission for approval on 30 June 2008. The elaboration of the document was steered by the Joint Task Force (JTF) composed of the representatives of the central and regional governments of each participating country. During the elaboration period the following meetings of the Joint Task Force were organized: 20 November 2006, 26 February 2007 and 23-24 August 2007 (all in Warsaw), 12-13 December in Druskininkai, 12 March 2008 in Warsaw. In addition to that public hearings were held in Kaliningrad in order to shape Kaliningrad input to the Programme. Public hearings were held in Lithuania and Poland in order to acquaint potential beneficiaries with a Programme.
