MARCH 21, 2013 CAN BE CALLED THE STARTING DATE OF IMPLEMENTATION OF LSP 010 PROJECT “BUILDING OF SEWERAGE AND WASTE WATER TREATMENT PLANTS AND CONSTRUCTION OF WATER SUPPLY NETWORKS IN THE BORDER AREA BETWEEN KALININGRAD REGION AND LITHUANIA”

Representatives of interested parties, members of town community, deputies and heads of local administration attended conference in Slavsk, which was organized in the lecture hall of regional library especially for this purpose.


In his opening speech the Head of district administration Mr. S.V. Artukhov emphasized the importance of future work because during 720 years of town’s history Slavsk never had its own centralized drainage system. Head of municipality Mr. S.V. Lavricaitis thanked former head of administration Mr. Gvozdenko A.V. for successfully “casted seed”, which during five years ripened from idea into the final product... Our Lithuanian neighbors also have great expectations on successful implementation of the joint project. They have similar problems with water supply of rural settlements, facing difficulties using sewerage treatment plants and drainage system. They also plan to spend joint funds of Russia, Lithuania and European Union for renovate of existing and building of new supply pipelines, which will give impetus to the development of settlements, decrease pollutant emissions into the Baltic Sea and improve of living standards of common people.

In course of their brief presentations project coordinators from both sides of the action informed the audience about what is planned to be built in Slavsk area and self-governments of Silale and Silute. Project coordinator from Russian side Mr. Ivan Malakhov reported that in Slavsk 7 kilometers of sewerage systems will be installed, 9 pump stations will be built and modern waste treatment facilities with 1000 cubic meters per day capacity will be erected outside the town’s premises. The Slavsk “price tag” is 3743861,02 euro while total budget of the project (including the share of two Lithuanian settlements) 8159859,10 euro.

Conference was of a presentational nature – after all participants of the project gathered together for the first time in full strength. After this moment each of them underwent difficult procedures of expertise, approvals, consolidations and so on, bypassing underlying pitfalls of international rules, protocols and common legalistic mechanism. However not less difficulties and problems await project in the future: project management will have to find experienced and trustful contractor, use allocated funds effectively – new sewerage systems should serve town accident-free for several decades, pump stations should be efficient not being just window dressings, water treatment plants should fulfill the their direct functions.

Among other things in order to escape capacity costs, project coordinator from Silale self-government Mr. Stasis Auzhbikas in his presentation informed that terms for technical supervision of works from the side of local government and promotion of activities among local population were recorded in corresponding chapters of international contract.

Participants of joint international project wished one another further success while the Consule of Lithuanian Republic in Sovetsk Ms. Luda Kleimionova promised every assistance as for her common patriots and their Russian partners in their joint activities.
