ANNUAL CONFERENCE

More than 200 people attended the Annual Conference of the Lithuania - Poland - Russia ENPI CBC Programme, which was held in Sopot (Poland) on October 12, 2010.

All participant were welcomed by Mr. Adam Leik - Vice-Marshal of Pomorskie Voivodeship. The Conference was moderated by Mr. Marcin Łata - Deputy Director of Territorial Cooperation Department of Polish Ministry of Regional Development. 

The speakers in the Conference were:
Mr. Gediminas Česonis - Head of the Regional Development Division of the  Regional Policy Departament of  the Interior Ministry of Lithuania; Mr. Simas Einikis - Chief specialist in Regional development division of Ministry of the Interior of the Republic of Lithuania; Ms Alla Ivanova - Deputy Head of Directorate for International Affairs of Government of Kaliningrad Region; Mr. Radomir Matczak - Deputy Director of Regional and Spatial Department of Marshal Office of Pomorskie Region; Dominika Mickiewicz - Head of the ENPI CBC Unit of the Territorial Cooperation Department of Ministry of Regional Development of Poland; Małgorzata Samusjew - Programme Manager in Association of Polish Communes "Euroregion Baltic" and Leszek Żukowski - Head of JTS of CBC ENPI Programme Lithuania-Poland-Russia 2001-2013.

Representatives of national and regional authorities from Lithuania, Poland and Russia presented their experience in previous cross border cooperation programmes and expectations from this new Programme with the budget more than 176 mln EUR.
Head of the Regional Development Division of the Regional Policy of Ministry of the Interior of Lithuania Mr. Gediminas Česonis emphasized the importance of the following Large scale projects - bridge over the Nemunas and waste water cleaning facilities.
Head of the Joint Technical Secretariat Leszek Żukowski provided more practical information - projects assessment procedure, provisional deadlines. He explained that administrative and quality assessment of applications will be performed by the staff of the Joint Technical Secretariat, but for the quality evaluation many external assessors will be attracted. Projects will be selected by the Selection Committee consisting of three voting members, representing Lithuania, Poland and Russia. The Committee decision will be approved by the Joint Monitoring Committee.
Provisionally it is expected to finalize evaluation and approve projects till the end of May, 2011 and launch next call for proposals in the autumn of 2011.

After the presentations, the participants watched the movie prepared by INTERACT, showing the history and achievements of 20 year-old European cross-border cooperation.
During the second part of the Conference, the participants visited the Pomeranian Science and Technology Park (PSTP) where they watched presentation of Baltinno and Creactive NET Projects co-financed by the European Union funds.
In the Cathedral of the Holy Trinity in Gdańsk Oliwa, the guests listened to the concert performed on the famous, over 200 year-old organs.
