SOLAR ENERGY IN THE SERVICE OF SWETLJY MUNICIPALITY

Works on design, installation and commissioning of a solar station (a water heater) in the kindergarten #9 (Swietlyj) were made in the framework of the Project “Energy-efficient resource management - common models for small towns on the example of Kętrzyn and Swietłyj”. The solar water heater is a kind of the solar energy collector which is used for production of hot water and heating by absorption of solar radiance, its conversion to heat, accumulation and final transfer of heat to consumers.


International experience of usage of the solar collectors demonstrates efficiency and safety of this type of hot water and heating supply for residential and public buildings. Application of this technology in the kindergarten of Swetlyj became possible because of the cooperation in the framework of the Project being implemented under the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013.
A workshop “Generation of electricity by use of  non-conventional power sources and its effective management” conducted by the participants of the Project in June 2013 in Ketrzyn (Poland)  was  a preparatory stage for the practical use of the  advanced power-saving technology in Swetlyj (Kaliningrad oblast, Russia). During this event such questions as planning, energy management on the municipal level, search for alternative ways of energy production (energy recovery from waste and use of solar energy) were discussed. The delegation from Swetlyj visited the company manufacturing equipment for installation of solar collectors and small wind turbines. It also visited the big and powerful windfarm in Gmina Korsze.

This gave an impetus to launching another Project’s phase – modernization of the engineering system of Swetlyj. The main problem of this system is lack of integrated energy saving technology.  In the framework of this phase development of design estimates for modernization of utility infrastructure of Swetlyj has begun. This design estimates will propose activities aimed at energy saving, rational use of energy, as well as at environmental improvement by reduction of polluting emission.
