SECOND ANNUAL PROGRAMME CONFERENCE

The second Annual Conference of the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 took place in Kaliningrad at the Radisson Hotel, on September 23rd, 2011. Over 250 people from several EU countries and the Russian Federation participated in the event.

The Conference’s goal was to inform local authorities, regional institutions and the public about the progress in implementation of the Programme, as well as planned activities and opportunities offered by the Programme. The meeting also served as a forum for a discussion about the future cooperation in the cross-border area.

The key speakers of the Conference were: Mr Marceli Niezgoda, Undersecretary of State of the Ministry of Regional Development of the Republic of Poland; Mr Maxim Travnikov, Deputy Minister of Regional Development of the Russia Federation; Mr Sigitas Šiupšinskas, Deputy Minister of the Ministry of Interior of the Republic of Lithuania and Mr Marcus Cornaro, Director at the Directorate General Development and Cooperation – EuropeAid in the European Commission.

The second Annual Conference was opened by Ms Alla Ivanova, Minister, Head of Agency for International Affairs and Regional Cooperation of the Government of the Kaliningrad Region.

The participants had an opportunity to learn more about the results of the 1st Call for Proposals, Large Stage Projects (LSPs), Branch Offices of the Joint Technical Secretariat and further activities to be implemented in the Programme. Applicants and potential Beneficiaries of the Programme, who took part in the conference, were particularly interested in the selection process of projects submitted within the 1st Call for Proposals, as well as a launching date of the 2nd Call.

Minister Marceli Niezgoda representing the Joint Managing Authority of the Programme highlighted that a major advantage of the cross-border cooperation is that it enables to maintain good relations on the regional as well as local level.

Cross border projects perfectly indicate the practical dimension of the cooperation within Europe. Programme budget, which has surpassed the amount of 176 million Euro easily allows to implement project from all areas of the everyday life - stated Mr Niezgoda at the press briefing, organized during Conference.

The Conference was coordinated with the VII Annual International Conference “Cross-Border Cooperation: the Russian Federation, European Union and Norway”, which was aiming at creating appropriate conditions for dialogue over the full range of issues concerning the regional development of the territories on the both sides of the EU – Russian border.
