VILA - FRUITFUL RESULTS OF THE PROJECT

Project VILA – “The common benefits of the Vistula Lagoon potential development (LPR1/010/143)" was realized by the Maritime Institute in Gdansk (project leader) in collaboration with the City of Elblag, the Atlantic Branch of P.P. Shirshov Institute of Oceanology of Russian Academy of Sciences (ABIORAS), Baltic Federal University of Immanuel Kant in Kaliningrad (IKBFU) and Administration of Baltijsk Municipal District (AMDB). The main objective of the project was to contribute to the strengthening of socio-economic cooperation between regions of the Vistula Lagoon.


The conference summarizing the results of implementation was held in Kaliningrad and Tolkmicko in April 2015.

The project was concentrated on the analysis and indication what are key factors in the development of the subregion of Vistula Lagoon. It found that among others: favorable coastal geographical location close to transport corridors NS and EW posing the possibility of international cooperation, co-existence of partnerships between institutions in the social sphere, a considerable number of jointly implemented projects, developed seaports in Kaliningrad and Bałtyjsk, presence of a skilled workforce and low unemployment level on the Russian side, a modern port infrastructure in Elblag and modernized local ports forming the joint system of sailing within the "Żuławska Loop" on the Polish side.

The project has examined also the barriers of the development of the subregion, which include: division between Polish and Russian part and Polish party division between the two voivodeships, underdeveloped freight and passenger water transport, visa regime between Russia and the European Union, the lack of comprehensive tourist products, lack of comprehensive development spatial plans for land and water areas.

In addition, the project developed joint recommendations for development of the area available in publication: "Current status and recommendations for the future development of the subregion of Vistula Lagoon" and prepared other related publications:

• "Catalogue of ports infrastructure and marinas of the Vistula Lagoon"

• "Spatial planning in the process of formation of the sub-region of Vistula Lagoon"

• "The strategy for future joint activities in the area of the Vistula Lagoon.".

VILA cooperation is the basis for future Polish-Russian projects in the field of strengthening interregional cooperation contributing to the development of the area of Vistula Lagoon. The project can also become a model for similar efforts for Lithuanian-Russian projects concern on the Curonian Lagoon. The total value of the project amounted to 1 078 270 euro, with co-financing of 970 443 euro from EU funds. More information about the project can be found at www.vilaproject.eu.
