POLAND-RUSSIA 2014-2020 – FIRST MEETING OF THE JOINT MONITORING COMMITTEE

The inaugural meeting of the Joint Monitoring Committee (JMC) of the Poland-Russia CBC Programme 2014-2020 took place on 23rd March 2017 in Yantarny (Kaliningrad Oblast). The JMC members have taken important decisions for the proper implementation of the Programme. The Rules of Procedure of the JMC were approved and the documents crucial for launching the first call for proposals were discussed.

Much attention was paid to the Programme Manual (part 1. Applicant), which was prepared by the Ministry of Economic Development (Managing Authority of the Programme) and the Joint Technical Secretariat. The Programme Manual contains all information necessary for future applicants to prepare joint Polish-Russian projects. A new solution for the beneficiaries, who are familiar with the Lithuania-Poland-Russia CBC Programme 2007-2013, is the way of submitting the applications, which will be prepared and submitted to the Joint Technical Secretariat in electronic forms only. The launch of the first call for proposals is planned for July 2017.

The Programme intends to support inter alia the Large Infrastructure Projects. Approximately 12.5 million euro from the European Union funds are going to be spent for their realization. In addition, the Russian side is planning to transfer about 10 million euro from its contribution to the Programme  for the Large Infrastructure Projects, which will be implemented in the Kaliningrad Oblast. Currently, the proposals of these projects are evaluated by the European Commission. If the projects are positively evaluated, they will be invited to submit the full project applications (including technical documentation and other necessary attachments) by the end of August 2017. Afterwards, the JMC will select the best projects that will be submitted for the final approval of the European Commission.

After the meeting the members of the Committee had an opportunity to get acquainted with the effects of one of the projects realized inter alia by the Yantarny Urban District within the Lithuania-Poland-Russia CBC Programme 2007-2013. In the frames of the project "Baltic Amber Coast. Development of the Cross-border area through building up and modernisation of tourism infrastructure. Part II", a two-kilometre promenade, leading through the beach and partly over the water, was built. Thanks to this object everyone, even people with disabilities, can admire a seaside landscape and remains of the former amber mine - Anna.

The Committee meeting was the first programme event prepared by the Joint Technical Secretariat in cooperation with the Branch Office. The Joint Technical Secretariat has been operating in Olsztyn since March 2017. Simultaneously, the Branch Office in Kaliningrad was opened. Both institutions provide information about the Programme and support the potential beneficiaries planning to prepare the project applications.
