TRAININGS FOR BENEFICIARIES

Training on preparation to grant contract Lithuania–Poland–Russia ENPI CBC Programme 2007-2013 took place in Warsaw on 29 and 30 March 2012. The Joint Technical Secretariat together with Regional Capacity Building Initiative (RCBI) expert Albert Sarrosal during one day trainings presented the most relevant issues regarding further steps before grant contract signing.

Over 60 participants took part in two one-day trainings Representatives of beneficiaries from Lithuania, Poland and Russia proved to have great interest in the trainings. They came willing to get acquainted with all the processes, responsibilities and possibilities. The Beneficiaries were encouraged to ask questions regarding each issue presented and additional ones as well.

The main goal of the trainings was to facilitate the process of preparation to the Grant Contract procedures. Contracting process and contractual obligations were presented in details. In order to help the Beneficiaries to introduce corrections to the Application Form as well as logical framework, presentation on eligibility of expenditure and Logical Framework approach with examples were made.

Moreover such major action implementation stages as management and monitoring were shortly explained to the Beneficiaries. Communication and publicity matters were presented separately as they play an important role in project implementation process. Representatives of the Beneficiaries were mostly interested in payments and reporting issues. Presentation on public procurement rules applicable to Lithuania–Poland–Russia ENPI CBC Programme 2007-2013 appeared to be the most challenging for the Beneficiaries.

The trainings were a great opportunity for the Beneficiaries to meet their project manager for the first time and agree on further individual consultations.
The Beneficiaries seems to have gained helpful information of a long and challenging project implementation process.
