Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme 2007-2013 BW



Main objective of the project “Support and development of rural entrepreneurship: from local experience to cross border cooperation” is to improve the living standards of rural population of the cross-border countries – participants of the Lithuania-Poland-Russia ENPI Cross-Border Cooperation Programme 2007-2013. It became one of the first projects in this field of activity within the Programme. The project Grant Contract was signed between the Ministry of Regional Development of Poland acting as the Joint Managing Authority and Project Beneficiary - Federal State Budgetary Educational Institution of Additional Occupational Education of Specialists “Kaliningrad Institute of Retraining Specialists Agribusiness” (Russia) on 10 September 2012. The project was awarded a Grant of 450 000 Euro.

It is a soft project, which was submitted under Priority 2 “Pursuing social, economic and spatial development”, Measure 2.3 “Increasing competitiveness of SMEs and development of the labour market” Project will be implemented by partners from all three countries of the Programme. All of them have knowledge and expertise in rural and agricultural development.

The specific objectives of the project are the following:

1. Identification of problems of sustainable development of rural border territories.

2. Increase of competitiveness of small rural enterprises by means of elaboration of own business elaboration and development as well as implementation of alternative forms of employment.

3. Extension of cooperation in the field of cultural and cuisine heritage as a means of creation of a positive image of rural border territories.

These objectives will be achieved through the implementation of the following groups of activities:

• Carrying out of the researches on elaboration of assessment of rural border territories development applying proper sustainable development indicators where current situation with rural industry and agrotouristic development perspectives will be presented in full detail.

• Organization and holding of seminars on results of the researches for the Russian local government bodies and for the Lithuanian local communities.

• Organization and holding seminars, training sessions for Lithuanian, Russian, Polish farmers, rural entrepreneurs and active citizens.

• Creation of a modern, unified, systematic information and methodological framework (recommendations, manuals, information materials, catalogues, a single agro-tourist map of the border territories, databases on CDs, websites).

• Organization and conduct of large-scale joint activities including conferences, festivals, and a forum in the field of cultural and cuisine heritage of the cross-border rural territories.

• Contribution to the development of the local communities in Lithuania, Poland and Russia.
