Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme 2007-2013 BW


Project “Museums over the border” which was approved for implementation by the Joint Monitoring Committee during the first call for proposals within the Lithuania-Poland-Russia ENPI Cross-Border Cooperation Programme 2007-2013 was countersigned on 14 September 2012. Parties responsible for project implementation involve two public museums – one Polish and one Russian. Museum of Archaeology and History in Elblag (Poland) is the beneficiary of the grant whereas Museum “Friedland gate” in Kaliningrad (Russia) acts as its partner.

The amount of EU contribution for implementation of this project is substantial and makes 3.5 million Euro. Project was accepted under Priority 2 Pursuing social, economic and spatial development, Measure 2.1 Tourism development. The overall objective is to increase the economic potential, to deepen the integration of the partner cross-border regions and to promote the joint innovative tourist products based on joint cultural heritage.

During project implementation stage partners will pursue following main results:

• Restoration and renovation of the premises of two partner museums in accordance with up-to-date standards for advanced public facilities and rules for storage of museum pieces.

• Enhancement of touristic attractiveness of the regions covered by the project through realization of several joint events and information services such as modernization of museums, thematic exhibitions, publication of 4-language tourist guidebook for Elblag and Kaliningrad, preparation of a documentary movie.

• Implementation of a joint programme for museum education into the museums and schools of partner regions.

• Creating a standard scope of partnership and co-operation within the cross-border region in the fields of protection and preservation of a cultural heritage for reactivation of the cultural relations between Elblag and Kaliningrad residents.

The substantial part of the action plan of the project is dedicated to the construction works in two museums which will help to adjust the work of two institutions according with modern demands. Number of construction activities will be undertaken in the Museum of Archaeology and History in Elblag for adaptation of the premises for disabled people and improvement of availability of accommodation for visitors and for creation better storage and research conditions of the museum funds. In the museum “Friedland gate” in Kaliningrad it is planned to repair power electric system to make the building more fire-safe and comfortable and also to install new windows and doors.

Project will have positive impact on tourists, schoolchildren from Poland, Russia and other countries. It will become useful instrument for cultural researchers from different parts of the world. Acting as a new complex tourist product it will be interested for such social groups as entrepreneurs, owners of travel and tourist agencies from Poland and Russia, owners of agrotouristic farms and to all residents of cross border regions who are interested in knowing and preservation of their cultural heritage in general.
