ENERGY-EFFICIENT RESOURCE MANAGEMENT AS THE ENERGY CRISIS PILL

Recently project aimed on the development of energy-saving technics was signed by the Ministry of regional development of Poland acting as the Joint Managing Authority of the ENPI Cross-Border Cooperation Lithuania-Poland-Russia Programme 2007-2013. Project under the title of “Energy efficient management” contributes to the development of the Priority 1, Measure 1.1 of the Programme – Sustainable use of environment.

Two partners, two municipal administrations – main beneficiary from Polish town Kętrzyn and its Russian partner from Svetly district of Kaliningrad region – united in the attempt to develop common models of reducing the consumption of energy resources in utilities and housing, which can be applicable in small towns of the Programme area. Project’s action plan is meant for two years during which time partners will receive generally 787 635.00 Euro of EU co-financing.

As was mentioned above the overall objective of the project is to develop energy-efficient strategies aimed first of all on reducing the energy consumption maintaining utilities and housing in small towns. It can be achieved through providing such specific objectives as joint implementation of the energy-saving principles in the activities of the local self-governments taking into consideration the examples of Svetly district (Russia) and Kętrzyn and expanding of the knowledge and upgrading of the skills of the employees within the scope of energy-saving.

Project foresees the implementation of several main activities listed below:

1. Organization of opening conference which will be widely attended by experts in the field of the public utilities, housing sectors and conservation of energy resources and representatives of the government, media, institutions, organizations and companies interested in the subject.

2. Organization of international workshops as the tools for increasing the knowledge and skills of the personnel working in the field of saving the energy resources.

3. Development of a common model of a comprehensive system of saving energy in municipal utilities and housing, based on 2 concepts and Programmes for their implementation.

4. Development of technical and economic documentation (energy audits of buildings, feasibility studies and other documentation for several pre-selected objects).

5. Promotion of the project through design and publishing of project brochures, leaflets, bulletin, promotional gadgets and materials. Principle component of this activity is the creation of the information system concerning the subject of “energy efficiency” in the web-site form.

6. Implementation of two energy saving pilot projects - renovation of kindergarten # 9 in the Svetly District, replacement of 200 windows in the Middle School No. 2 in Ketrzyn.

7. Project management activities.

8. Organization of project final conference in Svetly (Russia) to give the relevant summary to all project functions.
